The Opportunity
The Queensland Racing Appeals Panel (the Panel) is an independent statutory authority which is administratively supported by the Department of Primary Industries (DPI). The Registrar and Deputy Registrar are employees of DPI who support the operations of the Panel while ensuring independence is maintained. The Racing Integrity Act 2016 establishes the Panel as the independent entity to hear and determine applications for review of racing decisions by Queensland Racing Integrity Commission (QRIC) Stewards. Further applications for review can be made in limited circumstances to Queensland Civil and Administrative Tribunal (QCAT).
The Panel
- replaces the previous internal and external review processes for decisions made by racing stewards under the Rules of Racing;
- ensures reviews are finalised within statutory timeframes; and
- reduces serious welfare, human safety or integrity risks from being stayed pending hearing of an appeal by the QCAT.
